Who should pay Council Tax?

Virtually all homes, whether owned or rented and regardless of type, are subject to Council Tax.  If you are the owner and you occupy the home, you are liable for Council Tax, irrespective of who else lives there.  Where there are joint owners or partners in residence, they are jointly liable for Council Tax and one bill will be sent, addressed to both people.
