Changes to black refuse sacks collections
North Wiltshire District Council will no longer be issuing black refuse sacks in an effort to provide an even more cost-effective service to customers.
Black sacks have been issued to some properties where it was found to be difficult to make use of the now familiar wheeled bin.
The annual supply of sacks has proved costly and ineffective. Now each of those households that previously received black sacks will receive a pack of 156 stickers to attach to their own black sacks. The sticker will designate that your black sack is an approved container for collection.

How the New Sticker System Will Operate?
- You will have to provide your own black plastic refuse sacks, which need to be of the standard size (no larger than 18”x29”x39”) and can be purchased in numerous retail outlets, including most supermarkets.
- No other containers such as carrier bags, cardboard boxes, oversized plastic sacks, traditional dustbins or wheeled bin not supplied by NWDC will be collected.
- Ensure that the bags are strong enough to prevent spillage and the consequent littering of the area.
- Each individual sack must have one of the provided stickers clearly displayed on it.
- Only black sacks displaying these stickers will be collected. Waste presented in any other manner will not be collected.
- There is a limit of 3 stickers per week, 156 per year; no additional stickers will be supplied.
- If you have 5 or more people living in the household you are entitled to apply for an additional 156 stickers at a charge of £10.
- If you move house please leave the stickers at your property for the use of the incoming occupants.
- Please ensure that your waste is presented in your black refuse sacks at your normal collection point by 0700 hours on your collection day.
- Please do not present your waste before the morning of collection.
If a resident within your household is in receipt of the State Retirement Pension or is currently in receipt of an assisted collection, you may apply for a free annual supply of 52 black plastic sacks by ringing 01249 706693 for an application form.
