At its meeting on 1 May 2008, the Overview & Scrutiny Committee decided to set up two small task and finish groups to consider a) how CCTV is installed and monitored in public places in North Wiltshire and b) the impact of the abolition of the one hour free parking on local businesses in market towns.

The Overview and Scrutiny Task and Finish Group decided to review and comment on the role which a local council should play in those processes including:

1. The distribution of costs between the District and Parish Councils
2. Funding
3. Ownership and management

Car Parking Charges:



The Overview and Scrutiny Task and Finish Group took evidence from local businesses in the towns where one-hour free parking has been abolished and evaluated how other market towns across Wiltshire were addressing car parking issues.  They considered the issues that were specific to market towns and made recommendations on how these might be addressed including:

1. The availability of parking
2. The role of supermarkets in assisting their customers with car parking charges
3. Road access to the towns
4. Free transport provided by the out of town supermarkets

The Task and Finish Group also evaluated the particular parking issues in each of the market towns in North Wiltshire and considered possible policies the new Unitary Authority may have towards car park charging across Wiltshire.

Corporate Plan:

The Council's (Transitional) Corporate Plan sets out what the Council aims to achieve in priority areas over the coming year.  Usually, the Plan takes a three year outlook and rolls on each municipal year.  However, due to the Governments decision to create a Unitary authority in Wiltshire, the plan looks only at the 2008/09 year.

The draft (Transitional) Corporate Plan can be viewed here.  The Overview & Scrutiny Committee considered the Plan and made suggestions relating to the allocation of responsibility for certain targets. The plan will be considered and approved at the Council meeting on the 26th February 2008.

Cleansing & Amenities:

The Council's Cleansing & Amenities Department covers issues such as refuse collection, grounds maintenance, street cleaning, litter bin emptying, recycling, green waste collections and public convenience cleaning.

At its meeting on the 13 December 2007, the Overview & Scrutiny Committee considered the Cleansing & Amenities Improvement Plan.

The Committee identified a number of issues for future consideration, including the collection of bulky waste and the need to review the effectiveness of the Improvement Plan which was duly presented to the Overview and Scrutiny Committee meeting on 11 September 2008.
