The power of Local Authorities to regulate Street Collections and to issue licences is contained in the Police, Factories, etc (Miscellaneous Provisions) Act 1916.
NWDC Policy
It is the policy of North Wiltshire District Council that:-
i) No organisation to be issued more than 2 permits in the same town in any one year for the same purpose.
ii) Only one organisation to be permitted to collect in the same town on the same day during the same period.
iii) For the purpose of the number of permits issues in any year a half day permit shall be counted as one permit.

How to apply for permission to hold a Street Collection
Firstly contact the Environmental Health team on 01249 706555 to check the availability of the location and date where you are considering to hold a street collection unless the Council are satisfied there are special reasons. We require at least one months notice before the proposed collection is due to take place to issue the permit.
Please note - a “collection” means a collection of money or a sale of articles for the benefit of charitable or other purposes.
If the location and date are available and you wish to go ahead with the booking, you will be sent an application form and regulations. When you have read through the regulations and completed the application form, send it back to NWDC for the attention of “Environmental Health”.
About a month before the collection is due to take place you will receive your Permit and Statement of Income and Expenditure, which will need to be completed within one month after the collection had taken place.
