When will decriminalisation of parking enforcement start?

It is planned to start in September 2006 when the responsibility will transfer from the Police to the Council.  The Council has referred to this as Phase 1, as it will only cover existing restrictions on the highway.

The Council will be looking at how the second phase may be introduced, which is intended to include residents parking.
