Representations and Appeals
Once a Penalty Charge Notice (PCN) has been issued it cannot be cancelled by the Parking Attendant. Drivers who feel that a PCN has been issued wrongly have the right to make a representation to North Wiltshire District Council.
The council will assess each case and if it is found that the PCN was issued incorrectly, it will be cancelled and no payment will be required. Alternatively, if the council feels that the PCN was issued correctly, a letter will be sent explaining the reasons for the decision.
The council will also explain at this stage how an appeal may be made to an independent adjudicator at the National Parking Adjudication Service (NPAS). Adjudicators will consider each case, either by post or at a personal hearing, and their decision is final. There is no cost for the appeal process but if unsuccessful the PCN shall still be paid at the full charge of £60.00.
