Q1: What should I do if I get a PCN?
Details of how to pay and what to do next will be shown on the penalty charge notice (PCN). If you ignore the notice you will lose the option to pay at the reduced rate and we will send you a Notice to Owner and explain what you must do next.
Q2: How and where can I pay a PCN?
You can pay a PCN in any of the following ways.
Secure Online PaymentBy TelephoneBy Post: Please write the PCN number on the back of the cheque or postal order and send to the address on the back of the ticket including the payment slip from the bottom of the PCN. Please make cheques payable to North Wiltshire District Council.
In Person: At the Monkton Park Council Offices. Please remember to bring your PCN or the payment slip with you.
Q3: Who is responsible for paying the charge?
Legally the owner/keeper of the vehicle is responsible and it is the owner/keeper who will be pursued in any further action.
Q4: What happens if I dispute the PCN?
You should not ignore the notice, if you do the charge may increase. Instructions on what to do will be shown on the PCN. You should write to the address on the PCN explaining your reasons for dispute. Further information and appeal forms are also available at all Council Payment Offices. If you appeal within 14 days you will have a further opportunity to pay at the reduced rate.
If you do not agree with the Councils decision you may appeal to the
Traffic Penalty Tribunal (TPT - external link). TPT is a totally independent appeal service and is free to motorists. All TPT appeals are dealt with by experienced lawyers. Details of how to contact TPT will be provided on your decision letter.
Q5: What happens if I lose my appeal to the Council and TPT but refuse to pay?
If you lose your appeal with TPT you must pay the PCN, if you refuse, the amount of the PCN will increase by 50% and the debt will be registered by the Council at the Traffic Enforcement Centre (TEC). The Council may ask the Court to issue a warrant for authorisation to recover the debt through the use of certificated bailiffs. Any charges by the Council or the appointed bailiffs will be over and above the full Penalty Charge Notice amount.
